Július Bukovinský was born on October 11, 1903 in Uzhhorod, he died on August 31, 1975 in Košice.

He learned the basics of painting from his father Július Virágh in Mukachevo. In the years 1922-27 he studied in Baia Mare (Romania) in an art colony with I. Réti and J. Thorm. After his studies, he worked in Mukachevo. From 1934 he lived and worked in Košice. He participated in exhibitions of the Association of Subcarpathian Fine Artists. In 1936-38 he was a member of the Association of Slovak Artists. In the years 1938-45 he was a member of the Association of Hungarian Artists, with whom he exhibited. He participated in Mücsarnok events. In 1945, as a founding member of the Svojina association, he became a member after the establishment of the Association of Slovak Fine Artists. He had solo exhibitions in Mukachevo (1928), Levoča, Michalovce, Prešov (1937). He had group exhibitions in Bratislava (1946), Košice (1963), Šaci (1963), Banská Bystrica, Lučenec, Poprad, Trenčín, Trnava. His creative beginnings were dedicated to the country. In the years 1929-1933 he created a series of impressionist-expressive countries, portraits and figural compositions, markedly socially colored. The capture of the village people became an important topic. An equally important source of ideas for Bukovinský was the town's urban planning as well as the construction of the town of Košice itself. Many works on this topic have been exhibited in factories and workplaces of emerging industrial complexes.
